Overall Purpose:


POST TITLE:                         Trust Facilities Manager (Primary)

RESPONSIBLE TO:              Head of Estates & Compliance

JOB PURPOSE:             To work across our Trust primary schools under the direct instruction of the Trust’s Head of Estates & Compliance, undertake general site management duties. To be responsible for site staff, estates compliance activities, training, allocation of work including evaluation and appraisal of site staff.

Main Responsibilities

  • To ensure general security to school grounds and premises.
  • To ensure first line repairs and maintenance activities are completed in a timely manner.
  • To be responsible for managing site staff, Local Authority employees and external contractors on site.
  • To organise, evaluate and appraise work carried out by site staff, Local Authority employees or external contractors.
  • To ensure estates compliance activities are completed on time to provide safe and secure premises in line with regulative standards.
  • To ensure estates issues are reported and acted upon in a timely manner in line with regulative standards.
  • To support Trust Health and Safety auditing processes and procedures and act upon non-conformances identified.
  • To ensure contractors work safely at all times in accordance with permit to work process and procedures.
  • To fully support the management of Trust estates management budgets



  • To manage the routine and non-routine opening and securing of the school grounds and premises.
  • To ensure regular checks are undertaken on the premises security system.
  • To ensure pathways and playgrounds are cleared and salted where necessary.
  • To ensure all outside areas are maintained, free from hazards and debris.
  • To assist with lock down procedure tests at least six monthly.


Grounds Maintenance

  • To ensure all hard play areas and surfaces are clean and free from litter.
  • To ensure that all drains and gullies are free flowing and clean.
  • To ensure external litter bins around the school premises are litter free and emptied in a timely manner.
  • To ensure boundary walls and perimeters are safe and secure at all times.
  • To ensure shrubbery areas and bushes within school grounds receive annual maintenance and care.
  • To ensure grounds maintenance providers deliver services on time and to the required Trust standards.


Health and Safety

  • To monitor and ensure that the school premises are safe and in good working order.
  • To monitor and ensure that Personal Protective Equipment is worn and that safe working methods are adopted as per task related Risk Assessments and Method Statements.
  • To develop and review Risk Assessments and Method Statements in conjunction with estates related activities.
  • To deliver and keep records of monthly safety briefings with site staff (and external agency workers when required).
  • To attend the appropriate Health and Safety training courses where required to do so.
  • To ensure contractors are inducted to site and complete permits prior to commencing works.
  • To support the site team to ensure contractors have access to site asbestos management plans and understand the risks of asbestos prior to commencing work.
  • To provide regular updates on Health and Safety to the Trust’s Head of Estates and Compliance and respective school leaders.
  • To actively use and ensure tasks on the Trust’s centralised compliance reporting system are completed.
  • To actively support Health and Safety audits and immediately act on non-conformances identified.


These duties are neither exclusive nor exhaustive, and the post holder will be required to undertake other duties and responsibilities, which the Trust may determine.


Personal Requirements

  • A relevant facilities management qualification or substantial experience in supervising site staff and or external contractors.
  • Knowledge of Health & Safety regulations relating to facilities management
  • Experience of managing and delivering planned maintenance activities.
  • Previous experience of managing external contractors
  • Work successfully as part of a team and to prioritise work load with minimum supervision
  • Relate well to children and adults


Desirable Requirements

Qualification in site management or facilities management

IOSHH managing safely qualification
